Legal ‘right’ to broadband

The Government has pledged that business and home users will be able to demand high-speed broadband by 2020.

The Universal Service Obligation means that providers will have to offer high-speed broadband to anyone requesting it. Ofcom has said that 4 per cent of homes or businesses cannot access broadband speeds of 10 Mbps or more currently.
